		<description><![CDATA[First, and foremost, for any sort of [i]Permanent Line Installation[/i] (as a rail system MUST be) to be successful, the system must serve a population that is guaranteed to exist in the same place, essentially, forever.  Serving a popular hub, like Chenry, Medical Lake, Liberty Lake, or Deer Park MAY prove useful, if and only if such communities are both stable and prosperous.

Unfortunately, business is essentially as fickle as populations; and as rail lines lost popularity to the automobile in the 1930&#039;s, entire populations now wax and wane as commercial interests falter, outsource, and relocate to cheaper and more lucrative hubs.  Between the business practices of Spokane and its surrounding communities, and the tax laws in place in Washington State, I do not see any large, financially stable entities taking residence here any time soon.  Silicon Valley we are NOT.]]></description>
